Meet Brian Barto – Your Trusted Medicare Plans Advisor
Experience You Can Count On
I’ve been helping clients navigate Medicare plans since 2016, and I meet with each of them every year to review their coverage. As the President-Elect of the NABIP (National Association of Benefits and Insurance Professionals) West, Virginia Chapter, I am committed to helping clients and my fellow agents find the Medicare and Health Insurance policies best suited to their needs.
In 2023, I became a Registered Social Security Analyst (RSSA), so I can also help with decisions around Social Security and retirement income — because those choices are often connected.
My clients often say my “superpower” is simplifying the process and quickly spotting the best-fit plan for their needs, budget, and prescriptions.
I help people turning 65 — and those already on Medicare — find coverage they can trust. My goal is to give you peace of mind, knowing you’re protected and someone has your back.
If Medicare has ever felt overwhelming, you’re not alone. And you’re not wrong for feeling that way. Medicare is confusing, and it’s full of hidden traps. I call these traps the “6 Medicare Alligators” — and part of my job is to help you avoid every single one:
Choosing the wrong plan and getting stuck for a year
Facing unexpected medical bills when you get sick or need surgery
Being on your own with no help when something goes wrong
Missing deadlines that cause penalties or gaps in coverage
Losing your doctor or medication coverage without warning
Being pressured or sold something you don’t need
As your advisor, I walk you through each risk and explain your options clearly. You’ll be able to make confident, informed decisions without stress or pressure. I work with all the major insurance carriers, which means I represent you — not the insurance companies.

Local, Accessible, and Here for You
When we meet, we can connect virtually or in person at one of my Liberty Tax offices in Winchester, VA, Martinsburg, WV, or Charles Town, WV. I’m also the founder of On the Money Books, LLC, which helps small businesses with bookkeeping and financial clarity.
But Medicare is where my heart is — because I’ve seen firsthand the difference it makes when someone finally feels confident and cared for in their coverage choices.
I live locally with my wife and family, and our first granddaughter. When I’m not working, I’m likely reading, golfing, or enjoying family time at home.
If you’re looking for someone who will take the time to get to know you, explain your options in plain English, and be there for you year after year — I’d love to help. Let’s talk

Very knowledgeable! Definitely would recommendPosted on PattyTrustindex verifies that the original source of the review is Google. Because I was already on social security, Medicare automatically enrolled me in their plan choice. First I would advise anyone to not let them do that when possible. Work with someone like Brian Barto from “I Know Medicare” in Martinsburg WV! I was so happy when I left their office. Why? Because he educated me on everything I needed to know about Medicare and introduced me to PeakHealth, which saved me almost $200 a month and has more benefits than the old plan. Great guy! Great service! Highly recommend!Posted on Loretta VanreenenTrustindex verifies that the original source of the review is Google. Great knowledgePosted on Sandra KearnsTrustindex verifies that the original source of the review is Google. I turned 65 on Feb 13,2026. I was so confused regarding the plans of Medicare so I just signed up for part A. Brian explained the plans to me and made recommendations on what plans I needed in addition to my current health insurance plan I had. He also recommended I switch my current health insurance to the “Basic” plan which will save me money. So appreciative for his advice.
